{"id":511,"date":"2018-04-05T14:42:32","date_gmt":"2018-04-05T11:42:32","guid":{"rendered":"https:\/\/blog.hamk.fi\/global-education\/?p=511"},"modified":"2019-04-05T08:12:20","modified_gmt":"2019-04-05T05:12:20","slug":"paraiba-in-the-center-of-international-training-and-social-well-being","status":"publish","type":"post","link":"https:\/\/blog.hamk.fi\/global-education\/paraiba-in-the-center-of-international-training-and-social-well-being\/","title":{"rendered":"Para\u00edba in the Center of International Training and Well-Being"},"content":{"rendered":"<p>Over the last two years, the Government of Para\u00edba State has focused on promoting meaningful outcomes in education, not only within the State but also in the surroundings and abroad. Through actions of the State Secretariat of Education, Para\u00edba created in 2016 the Gira Mundo Finl\u00e2ndia Programme, a cooperative action with Finnish Universities of Applied Sciences.\u00a0 The main focus of the program is to promote empower teachers of the state network of Para\u00edba by means of immersing them in the Finnish educational system, known worldwide by its high quality.<\/p>\n<p>Gira Mundo Finl\u00e2ndia Programme (hereby GMF) is currently in its third year and it was tailored in 2016 by a team of Global Education of the H\u00e4me University of Applied Sciences (HAMK) in order to fit specific needs for the teachers of Para\u00edba Public State schools while improving educational indexes by raising the teaching system quality.<\/p>\n<p>The pioneer GMF group had 20 teachers of all regions in the Paraiba State, known as Zona da Mata (shore and surroundings), Agreste (mountain area) and Sert\u00e3o (semi-arid region).\u00a0 The teachers were prepared for the training by a team of specialists in Para\u00edba with experience on the Finnish education system. The participants were selected through a public call and experienced, in 2016, two months of Finnish training section at HAMK University, visiting schools and companies, having contact with teachers and other education professionals. They also developed the project which was later applied to their school or region upon returning to Para\u00edba, in the Brazilian training section of the programme. From this experience, there were highly important development projects such as short films produced by the participants and their students, the teaching of English language with the use of active methodologies, entrepreneurial actions at schools, wide use of virtual learning environments, online and distance learning platforms, project-based learning and digital tools applied to Health and Environmental Sciences and ICT.<\/p>\n<p>With an initial budget of R$1 million destined to the multiple steps of the program, which included the experience in Finland, the follow-up of the development projects in Brazil and the Final Seminar that would certify the participants, GMF gained visibility and the importance as a very successful action towards optimizing educational quality in the State.<\/p>\n<p>Besides, not only it enabled and empowered the teachers but it also improved other sectors based on the development projects, furthermore it made possible to join other successful State policy programs in Para\u00edba such as Gira Mundo Students, an international action that sends students from Para\u00edba to Canada. Due to this joint action, GMF was boosted and it allowed 55 more teachers to go to Finland in 2017, adding three more members to the coordination team and a budget of R$2 million.<\/p>\n<p>The program\u2019s strengthening and its alignment with the educational State policy programmes, (which include the student-centered approach, the upgrading of the teacher as professionals and the expansion of All-Day Citizen Schools and Vocational All-Day Citizen Schools) served as basis for the Gira Para\u00edba Network. This is a collaborative training network created under the State Decree number 38.074, on February 7th, 2018.<\/p>\n<p>In 2018, 80 more participants will be going to Finland, among principals and teachers of the State public network, with actions developed under areas such as basic education, vocational education, project-based learning, digital tools in education, entrepreneurship, innovation and education for The 21st Century. At the end of this educational cycle, GMF will have 155 specialists trained in co-operation with Brazilian and Finnish educational systems, something groundbreaking for the nation &#8211; and that can be seen as an inspiring example of new and creative educational management.<\/p>\n<p>While Gira Mundo Finl\u00e2ndia Programme advances to its third year, the program coordination seeks better and constant improvements in the developed activities, producing academic articles, international and national academic presentations, promotional documents, compiling a photo archive, sending out press releases, with the participants cooperation in designing short videos, written materials such as textbooks, and with constant collaboration with the Finnish Universities of Applied Sciences.<\/p>\n<p>As result of the programme, its participants\u2019 pedagogical development projects are improving educational conditions in their schools, communities and regions. This positive educational movement turns to the development, production of income and social well-being in Brazil.<\/p>\n<p><strong>A Para\u00edba como protagonista em capacita\u00e7\u00e3o internacional para o bem estar social<\/strong><\/p>\n<p>Nos \u00faltimos anos, o Governo do Estado da Para\u00edba tem concentrado esfor\u00e7os relevantes com a obten\u00e7\u00e3o de resultados significativos no campo educacional, com atua\u00e7\u00e3o n\u00e3o apenas dentro do Estado e regi\u00e3o, como tamb\u00e9m fora do Brasil. Por meio de a\u00e7\u00f5es da Secretaria de Estado da Educa\u00e7\u00e3o, a Para\u00edba criou no ano de 2016 o Programa Gira Mundo Finl\u00e2ndia, uma iniciativa junto a Universidades de Ci\u00eancias Aplicadas da Finl\u00e2ndia. O objetivo principal do programa \u00e9 promover a capacita\u00e7\u00e3o <em>in loco<\/em> de professores da rede estadual da Para\u00edba por meio de uma imers\u00e3o no sistema educacional finland\u00eas, conhecido mundialmente pela sua alta qualidade.<\/p>\n<p>O Programa Gira Mundo Finl\u00e2ndia (GMF) est\u00e1 atualmente no seu terceiro ano de condu\u00e7\u00e3o, e foi moldado no ano de 2016 junto com especialistas da equipe da Educa\u00e7\u00e3o Global da H\u00e4me University of Applied Sciences (HAMK) para suprir necessidades espec\u00edficas dos professores e escolas da rede p\u00fablica estadual da Para\u00edba, no sentido de melhorar os indicadores educacionais do estado por meio do aumento da qualidade em seu sistema de ensino.<\/p>\n<p>A turma pioneira do GMF foi composta por 20 professores de todas as regi\u00f5es do estado da Para\u00edba, conhecidas como Zona da Mata (litoral e arredores), Agreste (regi\u00e3o serrana) e Sert\u00e3o (regi\u00e3o semi\u00e1rida). Os professores foram preparados para a capacita\u00e7\u00e3o por uma equipe de professores especialistas da Para\u00edba com experi\u00eancia no sistema educacional finland\u00eas. Os participantes foram selecionados por meio de um edital p\u00fablico e vivenciaram no segundo semestre de 2016 dois meses de experi\u00eancia na HAMK, visitaram escolas e empresas, tiveram contato com professores e profissionais da educa\u00e7\u00e3o e desenvolveram um projeto para ser aplicado em sua regi\u00e3o de atua\u00e7\u00e3o quando do retorno \u00e0 Para\u00edba. Dessa experi\u00eancia, surgiram projetos de desenvolvimento de extrema import\u00e2ncia, como a produ\u00e7\u00e3o de filmes de curta metragem com a participa\u00e7\u00e3o de estudantes, o ensino da l\u00edngua inglesa com o uso de metodologias ativas, a\u00e7\u00f5es de empreendedorismo na escola, utiliza\u00e7\u00e3o de ambientes virtuais de aprendizado e plataformas de ensino digital e \u00e0 dist\u00e2ncia, ABP, ferramentas digitais na \u00e1rea da sa\u00fade e meio ambiente e ICT.<\/p>\n<p>Com um or\u00e7amento inicial em 2016 de cerca de R$ 1 milh\u00e3o destinado \u00e0s diversas etapas do programa, incluindo o per\u00edodo da viv\u00eancia na Finl\u00e2ndia, o acompanhamento dos projetos de desenvolvimento e o Semin\u00e1rio Final de certifica\u00e7\u00e3o, o GMF ganhou visibilidade e import\u00e2ncia como uma a\u00e7\u00e3o bem-sucedida em prol da melhoria da qualidade da educa\u00e7\u00e3o no Estado. Al\u00e9m disso, n\u00e3o apenas proporcionou a capacita\u00e7\u00e3o de docentes, mas tamb\u00e9m promoveu melhorias a partir dos projetos de desenvolvimento e tornou poss\u00edvel a integra\u00e7\u00e3o com outros programas bem-sucedidos do Estado da Para\u00edba, como o Gira Mundo Estudantes, uma a\u00e7\u00e3o internacional iniciada com o envio de alunos do estado da Para\u00edba para o Canad\u00e1.<\/p>\n<p>Em decorr\u00eancia, em 2017 o GMF foi ampliado e permitiu a sele\u00e7\u00e3o de mais 55 professores, com dota\u00e7\u00e3o or\u00e7ament\u00e1ria de cerca de R$ 2 milh\u00f5es e aumento da equipe envolvida no projeto. A consolida\u00e7\u00e3o do programa e o alinhamento com as pol\u00edticas estaduais de educa\u00e7\u00e3o, que incluem aspectos como o desenvolvimento do protagonismo estudantil, a valoriza\u00e7\u00e3o docente e expans\u00e3o das Escolas Cidad\u00e3s Integrais e Escolas Cidad\u00e3s Integrais T\u00e9cnicas, serviu de suporte para o surgimento da Rede Gira Para\u00edba, uma rede de capacita\u00e7\u00e3o e colabora\u00e7\u00e3o criada pelo Decreto Estadual N\u00ba 38.074, de 07 de Fevereiro de 2018.<\/p>\n<p>No ano de 2018, foram previstas mais 80 vagas para o GMF, destinadas a professores e gestores da rede p\u00fablica estadual, com mais de R$ 4 milh\u00f5es em or\u00e7amento, para projetos desenvolvidos sobre linhas tem\u00e1ticas como Educa\u00e7\u00e3o B\u00e1sica, Educa\u00e7\u00e3o Profissional, ABP, Ferramentas Digitais na Educa\u00e7\u00e3o, Empreendedorismo, Inova\u00e7\u00e3o e Educa\u00e7\u00e3o para o S\u00e9culo XXI. Ao final desse ciclo de capacita\u00e7\u00e3o, o GMF ter\u00e1 formado 155 professores como especialistas no sistema educacional finland\u00eas, algo in\u00e9dito entre os estados do Brasil e digno de exemplo de gest\u00e3o educacional.<\/p>\n<p>Enquanto o Gira Mundo Finl\u00e2ndia avan\u00e7a para o seu terceiro ano, a Coordena\u00e7\u00e3o do programa busca melhorias constantes nas atividades desenvolvidas, gerando artigos acad\u00eamicos, apresenta\u00e7\u00f5es acad\u00eamicas nacionais e internacionais, documentos de divulga\u00e7\u00e3o, fotografias, e contando com a colabora\u00e7\u00e3o dos participantes do programa na elabora\u00e7\u00e3o de pequenos v\u00eddeos, materiais escritos na forma de cartilhas, com o contato permanente com os parceiros das universidades finlandesas. Desse modo, os participantes do programa t\u00eam condi\u00e7\u00f5es de efetivamente implantar projetos de desenvolvimento significativos para a melhoria das condi\u00e7\u00f5es educacionais das escolas em que est\u00e3o inseridos e da comunidade em seu meio, com a\u00e7\u00f5es voltadas para o desenvolvimento, a gera\u00e7\u00e3o de renda e o bem-estar social.<\/p>\n<p><strong>Refer\u00eancia<\/strong><\/p>\n<p>Decreto N\u00ba 38.074 de 07 de fevereiro de 2018, que cria a Rede de Forma\u00e7\u00e3o e Colabora\u00e7\u00e3o Gira Para\u00edba, para a forma\u00e7\u00e3o continuada no \u00e2mbito da educa\u00e7\u00e3o p\u00fablica da Para\u00edba.
